GPU: Gigabyte GTX 650ti - Can you run it specifies that it's a 2GB VRAM for some reason...
RAM: 2x4GB RAM - G.SKILL Sniper DDR3 1866 MHz
OS: Windows 8.1 64bit

Obv GPU is a bottleneck here...
 
Are you sure? I was able to play CIM2 on High settings with Shadows off at around 25-30 fps. I don't really have enough money to buy another video card :(

Just to say, I have NO idea if this applies to gaute, but some people consider 30fps to be "unplayable" so take it with a grain of salt if someone you don't know tells you a game will be unplayable.

Pretty sure, CIM 2 minium reguriment:
  • Processor:2 GHz Dual core
  • Graphics:nVIDIA GeForce 8800, 512 MB RAM or ATI Radeon HD 3850, 512 MB RAM
Your system meets the minimum for cim2, but not the minimum for C:S. So pretty sure it will be unplayable.

I am a little bit worried about the CPU. From what I've gathered, it looks like it just fulfills the minimum requirements, but I am not sure. I really don't want to replace my whole PC now. Maybe I just buy a new GPU and try to find a better (used) CPU (Phenom II X6 1100T or Phenom II X4 980?) that works with my AM3 board as intermediate solution till I have the time to replace my whole PC.

You should be ok, your gpu( I think it's a 7610m) is in the lower end but I think it's good enough.

I now I'm better than the reccommended but I'm just curious how long I can max the setting with a large city. It's going to be one of those things where I'll have to monitor my FPS.

My gpu is fine, but I was more concerned about my CPU because they list 3ghz in the min. requirements but as a dual core. I plan on getting a skylake machine later this year but was wondering if I could play Skylines before I upgrade.
