Intel gpu are not supported, so we don't know how well they will perform. A intel hd 4000 is way lower than minimum.

For a desktop gpu Nvidia 780 will give you good value for your money. Add 16Gb and a SSD and you will have a good gaming rig.

I preordered the game so we'll see what happens. With Simcity 2013 I was able to run on medium graphics with a decent sized city at 30fps. Hopefully CSL will be similarly demanding.

Any suggestions pertaining to forums I should check out in regards to desktop builds? I'm a noob and a half but I'm determined to build the rig I've been dreaming of.

That'll work, right? I hope that'll work.
It will do just fine. but you have to reinstall windows in the 64bit form.

You need a video card. The rest is fine.
By the way, that last sentence makes zero sense. You have a radeon HD4350 and your motherboard uses an nvidia chipset which has an integrated geforce GPU that is dormant because of the installed radeon.
Both GPUs are ancient and weak.

Better than recommended. About upgrading to 16GB, i don't know if the game will run better. If you're planning unlocking all 25 tiles, then i think the game will run better with 16GB

Desktop; cpu a bit lower than mimnimum, gpu slightly better than minimum.
I think the laptop will give best performance

I don't think it will max CSL. For that you need something like this. It's better than recommended. It will probably last four years.

Ok, thanks. What about a desktop equivalent? It's better for the ability to change graphics card in the future, but a laptop is nice in many ways, less space and more mobility. What do you guys think of laptop VS desktop?
 
You know this video is fake ? But who needs 4 G of vram ??

When people play at high resolutions it becomes necessary to have more vram

also the whole scandal surrounding the 970 is really pointless, it does have 4gb of vram, but .5 gigs of it is separated off as a low level memory that is meant to improve performance on future games that are coded to utilize it.
