I'm 163 days in, with 327 people and a steady stream of every resource needed. But for some reason, I am only producing 3 cloths, yes 3.. I have 18 carriers, and all the fiber and metal to produce the clothing, but no matter how many grand tailors (also happens with grand toolshop) I still only produce 3 (0 tool production). This has been a problem my entire game, and I have to keep trading for those two items, even though I have literally more than enough of everything to make them, energy included., workers, resources everything. This makes no sense.

When ever I get low, I go back to basic clothes. I read they have or will tweek clothing.

It's not about "being low". That isn't the problem. The problem is, I have almost 10 grand tailors, enough fiber and metal, roads to and from and I even put general storage next to them and limited only metal and fiber to them. Ever since my first one, the production has and remained at 3. And the problem is even worse for Tools, I produce zero tools even though I have done the same for their production as well. The bug is, the production never increases, no matter how much material, how many buildings, how many carriers, how close storage. It's broke. I've spent a few hours trying to find a cure, but there is literally none, and no one else in other forums has a solution. Almost 400 people now and I produce 3 sturdy clothing and 0 tools, even though I have 8-9 grand tailors and grand toolshops. This was a problem with basic clothing/tools as well, hence why I spent time and resources reorganizing the production of the items, to get exactly no difference.

Hello! Some balance adjustments to fiber & clothing production have been recently patched in (as of today, for players on both PC & console). Have you tried updating and seeing if that helps with your production issues?

Another thing to note is that productivity and supply are very much linked to proximity. If your tailors are quite far from the nearest fiber storage, this will cause significant delays for carriers which will affect how productive they are. Try selecting individual carriers to see what their pathing is like.

Hopefully this is of some help!
