Power bloc leverage bugged and always be 0 to a country in a corner caseDescription
Started as France, created a trade union as my power bloc, made a treaty with Mexico, including guranteed independence, trade privilege, embassy, investment right, and transfer some goods from mexico, I noticed when Mexico accept the treaty it was instantly be violated by mexico thus I articles from my side are frozen. However after a few months the treaty was good to go, but my trade union has 0 influence on Mexico (each term should give +300 influence of the power bloc to the target country). Re-negotiate the treaty does not work as desired for the power bloc leverage. So it's not possble to ask Mexico join my power bloc, unless I withdraw the treaty and create a new one with Mexico.Steps to reproduce
