Prefab Popup before I even start Game

I have had this problem since the last update. I have disabled all mods and even before I start a new game I get this. I started programing in Machine Language in 1978, and have been programing ever since. I understand the problems and issues of large projects. And I am willing to help figure this out. I love this Game and am willing to do anything I can to help. Pleas let me know what I can do. Currently My Game is unplayable with this popup, it prevents other popups from displaying important information.
