PreFTL traits and civics missing description (German)

Not sure if this happens with other languages but in German there is no leader trait info and civics have only partial info. The effects are missing.

Xbox Series X

2. What version of the game are you using?
V: Caelum 3.9.3.131640 R: 9.2.0.0

3. What DLC do you have installed?
All of them, including C6 portrait

4. When did this start happening?
Immediately

5. Can you replicate it, if so, please explain how
Always so far.

6. Does this happen on all saves or just specific ones?
All saves so far.

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?

Also on PlayStation 4, English language.

For Ruler Traits, some will display Enpire Effects As Councilor, others not (Logistics Understanding and Charisma do, Champion of the People does not).
Either way, there is no fluff description.

In the Empire / Government section, leader the same traits seem to show effects but still no description.

Description is only seen when in the People / Leader section, selecting the ruler and scrolling the details until you see the Traits.
