One strange thing about Rome is the notion of technological progress. In fact, most inventions seem to be re-discoveries of technology and methods of organization already known at the start of the game, historically.

So, my proposal is to abolish technology. Sort of. Instead of using the tech system to model progress, it could be made to model the level of development (complexity) of a state's institutions. Say, level 1 in army organization would correspond to an army with no command structure, whereas 20 would represent legionary organization. I'll add to this later, but you get the drift.

Of course, this requires a tweak to the RP accumulation system - the level of progress on any "technology" should tend to decrease, with citizens reducing the rate of decrease. Naturally, this ought to be coupled with events to reduce and increase tech level.

Why do you think so? The hard part is figuring out whether the negative RP growth is possible at all, but even that wouldn't be much of an impediment. I doubt I'll do much with this, I'm just throwing out the idea :p
