Where exactly does the game decide that a primitive nation should be spawned ? I can't seem to find the right event and what I've found sofar suggests there's a bug.
What I've found so far:
Events that spawn an Primitve Nation of a certain age. I think they fired by the game after it decides that a new primitve nation should be created. They don't seem to come with percentages or conditions attached (anything that suggests they shouldn't always create a primitve nation when called)
I've also found an event that is supposed to fire when a system is first entered. This where I think there may be a bug: The comment for the event suggest that neither pirates or monster should trigger it. However if this is the event which decides wether or not an primitve spawns this doesn't seem to work.
The reason I say this is that in my recent game where I modded in the option to have zero AI empires at the start I got primitves spawning in places I definitely didn't visit. There was only me and Fallen Empires at the start and Fallen Empire don't fly around.
So what is triggering these primitves ?
