I'm suffering the same problem, it makes me so mad. Just empty prison buses keep arriving like every 10 seconds causing traffic to build up. I hope they fix this.

Thank you for the feedback! Is this issue occurring on new prisons (after the patch) or an old save file? We appreciate all the information so that we can pinpoint the issue.
Its happening on my old save file. I currently have a prison that can hold 550 prisoners. It was working fine. Then a patch came in about two weeks ago and this bug just started to happen. I'm on Xbox btw.
At this point in time I have sold my previous prison for a profit of $3,380,000. I am now rebuilding my prison bigger and better than before. This glitch is no problem for me in New save files. I am now not in need for this patch to be fixed any more. You guys can fix it if you want to. I just couldn't wait, I wanted to continue my game because this is the game I enjoy most of my time playing. Thanks for the replying though.
This Bus glitch is really pissing me off because I cant even do the 4th storyline part because of the jail busses not dropping off anybody. Please fix this.

Its actually both, I used new save files, and it spawned. I tried my first prison, destroyed it, and still after making a new one it started spawning
