I ran into an issue where prisoners simply do not work. I have all of the criteria met for them to work, (contentment, free/work time, research) and though there are plenty of available and qualified prisoners, not one position is filled. There is also absolutely no interest in work qualifications like cooking. Jobs that don't require qualifications like the janitorial closer or mail room have plenty of qualified prisoners but remain empty. Because of this, no prisoners gain any work experience and often re-offend upon release causing debilitating fines and "in the red" profit margins. The game is essentially unplayable in its intended state as rehab programs have to remain off as the fines lose more than they gain.

I have been searching for a solution for days and made multiple saves with and without certain features like DLC and so on.

This is extremely frustrating when considering that this game likely has massive resources available to the devs to pump out what should be free DLC while keeping the core features of the game completely broken.

Please fix it soon, unplayable in its current state.

(Don't ask "are they inmates qualified?" or "Did you allocate time for them?" Yes, I have a hundred prisoners who sit in their cells during work/lockdown doing nothing.)
