Prison Sold For 22M, money not transferred to build.

So here's the scene.
Both these problems have started in just the past few days. I do have previous save points which I can share so you can assess if the same happens on your machine with my files.

I initially accepted the T&C dated 2016, never had to accept it again, until recently, now I have to accept it every time I play the game.
QUESTION:
Why do I need to confirm the T&Cs each time even though they're dated 2016?.

(background for next question) I created a prison from scratch using only the initial assigned money (50k I think it was), it was a small prison, but I built it up and turned a profit of 130k.

I sold the 130k prison, was asked to confirm the sale, and that money plus some extra got transferred to my next build, I turned a profit on this from 130k to 2.2M.

I tried to sell this 2.2M prison but even though I meet all the criteria for the sale I don't get asked to confirm, it just takes me to the menu page where I can select a male/female and everything else, and when I start the build I start with just 30k.
QUESTION:
Why is my sale not completing even though I meet all the criteria for a sale?
Why is my money not transferring?

Finally, I had a female prisoner and her baby die of starvation, even though she was fed and ate. Her body and the babies remained in the same place for ages, over an hour. Then after one autosave they vanished, then a few hours later returned in exactly the same spot with exactly the same name etc.

QUESTION:
Why? The morgue truck people came and saw her, walked over her and walked away. Her body stayed for hours.

I have tried the following fixes.
I've checked the steam files are all there, eg. verified it.
I've saved, restarted the game, the computer, reloaded a previous save point all to no avail.

First question - "T&C" - If you're talking about the new EULA confirmation pop-up, then the launcher does not remember that you've already accepted the changed version. That's just it. Hopefully it gets fixed soon. I will ask one of the PDX dudes later today about it if they are aware of the issue.
These agreements are very often updated because of the law change. The publisher/devs are just obligated to inform us.

Second question - I've heard once about something like that. No idea really. It could be that your save just got corruped in some way. You can always edit the save file and add yourself the money you should get anyways.

Question number 3 - that's a known bug that is in the game for a very long time, even before Double11/PDX started developing it. You can upload your save file so they can look at it and investigate.
The only way to remove it is by save editing. There also used to be a mod iirc that could be used to remove these.

Thanks for your reply... So...
1. Basically T&C is just going to be annoying for a while. Ok, I can live with that.
2. I tried to edit the save file, it didn't want any of it, I went back a few saves, still no luck, I created a new prison and tried editing that, still no joy. I will not be defeated, I earned that money, I will will spend it on a new, better, safer prison, even if I have to lock up the creators till they fix it, I will get my pennies (haha!).
3. Set it to burn the dead, or bring in a more reputable morgue company is what your saying? Hmmm... With what I pay my janitors I'd hoped they'd have cleaned up better, having a corpse lying around isn't a good look for a prison. I dunno, you just can't get the staff these days eh?

1. If the issue with the launcher and EULA does not get fixed on Monday, I will try to reach out to CM because maybe the devs/PDX are not aware of the problem. They can update the launcher without updating the game so it should be really easy thing to do.
2. As I said before - If you won't figure out the issue, you can just start the new prison with default amount of money, save it and edit the save file and how much money you have.
