All prisoners are in constant work mode during designated free times. Even when you have separate work and free time slots in the regime.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
It seems like they added a labor management button to the logistics tab, which if you click on an then right click the room, you will see the allowed work regimes that can be changed. Its defaulted to Work/Free Time and Free Time which is causing prisoners to work during their free time. I actually like this addition cause it allows you to also deploy guards to work rooms from this menu and save up deployment slots. It really should have been told to players better though.

That fixed it. Should really be noted somewhere as it is kind of deceiving with regime. Thanks

Oh! That was probably why I was having that problem. It was listed as a fix in the recent patch though, so it was probably an accidentally added feature (given how it wasn't listed in the update changelog).
