Prisoners Won't go to Yard or stay in Canteen.

Hi Everyone!

I came back to the game after several years.

I made a small basic prison and noticed the prisoners were not going to the yard during yard time. Every location is shared. I only have min sec.

I verified the game files (even though I legitimately just downloaded it). I turned off all mods, and am running a Vallina game.

Given the forum's history, this seems to be an issue that has been going on for over a year. And Paradox isn't doing anything to fix it. It's game-breaking.

I've played it for over 300 hours, and it's unplayable now.

I'm afraid that development ended a few months ago so there will be no further patches.

What I'd suggest is you attach the affected save here, and see if other players can see a way past the problem for you.
