prisoners won't work or take programs

i downloaded 2 DLCs. the future one and the undead one, and now none of my prisoners will work or become interested in any programs. i reinstalled the game, and tried it with and without mods. any suggestions?

wait....i think i found another thread on here that fixed it. all good for now
