Problem forcing annexation

I need some help as I can't figure out what I am doing wrong.

Regardless of who I am playing (Enlgand, Austria, France) when I take control of a smaller country I never get the option to annex them by force. For example, as Austria I devastated Helvetia and control the province. What more do I need to do to ge teh forced annexation option to become available?

I do have forced annexations turned on, by the way.

you have to send a diplomat to offer peace - you'll then have the option to force annexation

Yes, just go to the peace negotiation screen and you should have the option of annexing them. Of course, you have to respond to any of their peace offers that are still available first.
