problem installing 1.04

i'm trying to re-install revolutions, which the forum says should be installed over 1.04. I uninstalled and reinstalled victoria, and now have 1.00 vanilla. however, when i try to install 1.04, my startup program tells me i have a newer version of victoria and then shuts down. any ideas what this is about or how i can fix it?
