I already installed it but I can't create an account

Citrix Workspace is known to cause issues with Unity - the engine in which the game runs on.
You can see more info in this thread:


A workaround is to uninstall Citrix and then install it again through the Windows App Store - that version apparently doesn't cause issues with Unity.
 
Is this the first time you're trying to run the game or has it worked before?
Does the launcher appear when you click "Play" on Steam or not even that?
Does any message pop up when the game closes, like if a crash report is generated?
 
So that means the launcher never appers, right?

If you're on Windows, please try the steps in this post:

 
There should be a search box in the upper right corner of the screen when you open your Windows Explorer.
Alternatively, there's also a search function in the taskbar (magnifying glass icon)
 
Right click on the game in your Steam Library, manage, browse local files. Cities.exe is there.

But the above process will only help if you have a launcher problem rather than a game issue. When you hit PLAY in Steam do you see our launcher?

I already found the files. When I click the "PLAY" button, nothing starts, only after a few seconds I can click the button again
