Problem to vassalize a country

Three questions from a newby
a) I am playing Bavaria in the german campaign scenario. I want to vassalize Genua
I have a common border (via Mailand, which is controlled by me,, my relationship is +200, and i have a marriage. However, in the Diplomatic screen the option "vassalize" is not showing up
b) How can i lower inflation
c) I have conquered Istria and want to start to explore the world - however, it need conquistadores to do this. How can a country like bavaria get these guys.

Are u allied?

Level 5 infrastructure, build those governors

They get no historical ones. So unless u have random events on, u won't get any. Land tech 11 and navel tech 21 lets u explore with normal units though. Or u could trade maps or so.

No, we are not allied
Infrastructure for reducing inflation???? I know it, however my inflation is around 80 % and i want to bring it back down again to a more reasonable figure.

Well, u have to be allied. And governors are ur only chance

80% how the hell did u get to that ?? Stop taking loans and so !

Thanks for your help - so i have to be an ally of genua.
Hmm, Take loans when you are at war to raise money, pay them back after you have been victorious - this is my strategy - not to good ähhh?

You must have a royal marriage plus relations of 190+, and you must be the leader of an alliance, with your prospective vassal a member. Incidentally, land border is required for diplomatic annexation, but not for vassalisation.


They also will refuse your offer unless it is fairly clearly in their interests.. such as, if you have a whomping great army standing at their doorstep By the same token, nations accept much more readily right after a war, since much of their army may have just been killed off.
