Just asking, as it's better to know than having to assume and it could potentialy help to know about these 2 points.

1) Just read this thread and saw that you apparently didn't respond on the suggestion of updating your Nvidia driver.
So did you update it ?
Though if the game runs on the Intel HD 4600 that driver is also from 2016 and could likely need an update as well.

2) I also saw you not mentioning if you have any of these
Also if you have installed a gaming VPN app called Evolve, or the MSI Gaming App, disable it as it clashes with this game.
I think to recall that additionally an installed Discord app can also cause the same issues.
 
Do you still use ESET? Do you also have Windows Defender active?

Use Notepad to make a new text file called userdir.txt in the Steam CK2 folder where ck2game.exe is. In that file place a single dot, save and exit. This tells the game to write the user files right there instead of under Documents. If that works and the game now runs, you can replace that dot with any file path you like.


I think to recall that additionally an installed Discord app can also cause the same issues.
Duet is the other common one that interferes with these games.
