Erfolg Manifest Mexiko schaltet sich nicht frei trotz aller erfolge

Steps to reproduce​

I send you the pictures, but what happen is that the achievment don´t unlock, i few game years befor ther stands i cn achiev it. but after I got the conditionen the game tell meh the achievment is locked. This achievment took me around 80 hours to achiev, i would cry if i must do that again.
