One problem with AI partisan groups is they are allowed to be reinforced even though they are not in control of the province... I watch as a partisan group sieges an occupied province to try and retake control and their strength just rises and rises

Well it might be a bug or it might be a valid representation on how partisans work

Any more info or save games please.
