I've played two full campaigns as Japan and at the start I have roughly 91 IC base. After annexing all of China I end up with only around 115-20. Adding up all the IC in China comes to at least 75. So wheres the missing IC? The industries aren't destroyed, they've been rebuilt, even manually clicking through IC provinces and manually tallying them shows I should have much, much more than 115-20 IC. Is this a bug with HSR? Or just HOI2?
