Problem with creating a counter

I copied the standard german counter and changed it to this

its a 8 bit bmp but in the game it doesnt work, shows odd colors.

I found some old threads with a counter creating tool but the link no longer works.
I found a guide for gimp, i created the same thing there but it doesnt work (i dont really have a clue about gimp i did something wrong probably)

Is there an easier solution?

Was able to translate the page with a browser translation tool. So in case anyone has difficulty accessing the webpage, the same page -- translated with a builtin web browser translation tool -- is available in the image below:

As noted above, the hyperlink address shared in this forum to the counter production tool is no longer active.
The website address of the counter production tool was the https://www.totalrealismproject.[...] website (and it is no longer active).
Fortunately, as visible in the image below, the website in the link above provides a "mirror" hyperlink to the counter production tool.

(Note the ".jp" website domain name extension, which is likely a Japanese hosted website, hence why the website appears to be written in Japanese and requires a translation tool for those unable to read the Japanese language.)
