I have been experiencing a horrible bug with Expeditionary forces. It is such a serious, game ruining bug that it seems a little wierd that it hasn't been dealt with before. I have the latest 1.4 patch. What happens is that I get declared War upon. Italy garantees my independence so they declare war on my new enemy. Than they proceed to send 15 divisions in seven Corps to me as an expeditionary force, sending my manpower to huge negative numbers. I pause the game, return them to owner. And then they resend them the next day. And repeat over and over and over and over and over. Is there a hotfix or something I can do to fix this until they get around to fixing this bug? It is amazingly irritating, not to mention I can't play the game anymore. Any ideas would be appreciated. Thanks.

It's not a bug and it's not new to 1.04. In fact I don't see how you could have not noticed this in previous patches.
 
I have been playing Victoria for a while (only since 1.03 though) and I have to admit that I had never noticed that receiving expeditionary forces decreased my available manpower.
It certainly doesn't seem to make sense.

If I have pops of the same nationality as those troops, do I suffer pop losses when the divisions take battle losses (as I would for my own divisions)?

I guess I never had many of them sent to me, so I did not notice, or if they were, my MP was so high I did not pay any attention. If you're supposed to reinforce them with your own MP, I fail to see what advantage you gain from them, other than having them present instantly without having to wait. I can't think of any historical expeditionary forces which were expected to be reinforced with allied MP. Hypothetically, a badly damaged ex force could have to be reinforced to the point where 100% of it comes from its reinforcement from the player, which is downright silly.


Does the player have to pay for their maintence too?

I am pretty sure you pay for their maintenance, which is historical - you have to supply them.
 
Yes, you pay the maintenence. My fix is to disband the divisions. The added bonus is that if you disband a whole stack with a leader, that leader is added to your officer corps until his deathdate. :D I don't like resorting to that but it beats the constant ai harassment.
 
I've never understood the concept of negative MP, someone once claimed that for every division, you were also charged the amount MP to reinforce it to its theoretical maximum, provided it is not at that figure already. Is that correct? At first glance, I don't think it can be, because I know that I have had some amounts of MP, which were positive, but were not enough to reinforce to full strength at given times.
 
I was going from 60 manpower to negative 80 manpower in the day after Italy lent their entire army to me. You can't reinforce your own divisions because of the negative manpower and even if you return the entire army to Italy, you still lose the manpower you had. Then it just happens the next day.


Ouch.
 
The problem is that it apparently considers those EF divisions yours for purposes of calculating max manpower which it almost certainly shouldn't (since you can't use your manpower to reinforce them and didn't use it to build them).
 
That is very very wrong. Someone mentioned here something about leaders commanding those forces. So shouldn't you also loose your LP for the leader you get with the expeditionary forces? This would make sense if we would agree that this problem with MP is actually reasonable.
