The garbage collection service (garbage trucks) does not leave the landfill/incinerator; at most, only 2 out of 20 trucks go out. There are no active policies in place.

*How large a city?
*Traffic flow %
*How many landfill/incinerators? If multiples, are they all getting same results.
*What is your budget set for?
Uninformed guesses.
* Larger City may be hitting vehicle limit.
*Too high a budget does not usually help and may make the issue worse.
* Traffic flow poor. Vehicles can not get where they are trying to go before despawning.
* One Way roads may cause pathing issues.
More information would be helpful in problem shooting. Screen shots are helpful to visualize what is happening.
The city is small, 150k, and the traffic flow is 82%. I use a 100% budget and have about 16 incinerators. I don't use one-way roads. My guess is a bug in the Green City DLC. I uninstalled the Ultimate Recycling Plant, and it solved the problem.
I remember reading the Ultimate Recycling Plant did not function as expected so I've never used it. I now use the Eco friendly incinerator from the Heart of Korea DLC. It produces no ground polution. I set the first one to random trucks. Then alternate any more between regular garbage truck and small garbage truck. The large garbage truck is slow and blocks traffic a bit. But I do like to see one occasionally.
16 incinerators may have been a couple too many. At times the games AI gets confused so sends out less trucks.
