Says under the tool tip that it requires 75% of the realm to be in a loyalist faction in your name but the actual requirement seems to need 100%.
I had all the houses under my loyalist faction but because my power in comparison to theirs was soo high the faction was actually weakened below the requirements.
Because in reality I was killing off my manpower soo that my power would weaken and the faction would be strong enough to allow me to do invasions.
This is a small oversight and I think needs to be tweaked. Good job overall with this patch.
 
I asked this on the Citadel. This is how knuckey responded:

"I think the problem is that is says 75% but looking at the code it seems it requires 100%. This will be fixed for the next version."

In the game I am playing now I've switched to all my vassals and then manually joined the crown loyalists faction. Time consuming but it's worked.
