Installed German patch 103 by acciedent, this changed my lang, I then totally unistalled all game files and reinstalled and tried to patch with English version 1.03. Says wrong lang German. Arg?
 
I have an English version, however it won't let me install Engish v1.03. An error popup says I have the 'German' version. I did download and install the German v1.03 patch and it worked, however it translated everything into German. How do I get the Engish v1.03 patch to recognize the game I have as the English version?
 
As Castellon says, you need to totally uninstall Victoria including the registry settings (this is where the language setting is stored). Follow the link in his post and the instructions within.
 
Never install the wrong patch!

Wipe the game completely from your system.
 
I did as recommended, yet the problem persists. It still says that the installed version is German and the Updated version is in English and won't updated it. The game is indeed in English and I bought here in North America. What do I have to do to fix this?
 
Look at the registry entry and make sure the language says English.
If not change it so that it does.
 
Look at the uninstall instructions I gave you earlier, and you can see where they are.
 
You have to manually delete a key in your registry. You do that by starting regedit (Start => Run => regedit => Enter) and navigate to "HKEY_LOCAL_MACHINE\Software\Paradox Entertainment" and delete the Victoria key. It looks like a folder in regedit.(If you have applied more than one Patch then there might be more than one key).
If you are nervous about editing the Registry then get someone to do it for you. However if you only delete the above key(s) no harm will be done.

EDIT: Note: If you have the Strategy First version, you may have to substitute "Strategy First" for "Paradox Entertainment" both in the above registry path and below in the path to the files.
