Problem with minister pictures

Just recently I found out that the picture of Rudolf Hess was called "Heß_rudolf_ger", I have no idea why. I've corrected the name now.

And now I've seen many other pictures with the "ß" in place and others with "ü", "ä", "ö", "é" and probably many others I can't be bothered to search for, why is this? I paid for my game and its worked fine, I've registered the game as everyone can see so I'm confused. :S

Can someone give me a link that has all the minister pictures with the correct names?

Are you using any specific Windows code page/language setting or such? I do recall there was a problem with special characters in the naming of the leader/minister file, as Asian Windows platforms were having trouble supporting those special characters. The 'ß' should have been a 'β' (i.e. Heβ_rudolf_ger), and I do recall BL-Logic chaning the the file name setup a while ago...
Using special characters in the naming scheme of the ministers/leaders is no problem AFAIK, but the name of the corresponding graphics file may not contain special characters in order to work properly for all countries/Windows language versions.
