Problem with missing executable, there is no "dowser.exe"

Hello,
I activated Vic3 with a key on steam. I installed the game just as usual, but after starting it (from Steam, Desktop and etc.), it didnt word. Always with the message missing executable (drowser.exe). I literally tried every guide, video and whatever in the Internet (Checking properties, uninstall - reinstall, Clear Cashe, Look at Anti-Virus and basically everything else). I dont get it. The installation doesnt work for me, beacause everytime there ist nnoch dowser.exe or other executable.

Update:
I looked a bit into all of this mess and it appears, that I only install the "game" file. I dont really knnow why I think there might be something wrong with the installation itself.

dowser.exe is the launcher file, not the game file. What happens if you run victoria3.exe directly from file explorer?

From where exactly did you buy this key please?

I bought it from instant-gaming. Until now I am even unable to find victoria3.exe. I searched the folder/s through Steam ad manually. Even after searching "my whole pc" from the file explorer I was unable to find something (searched for Victoria, victoria, victoria3.exe)
