Problem with modding new offmap power

I'm trying to solve a problem where character that is usually the first one in random text file that has id=0 given that is an id reserved for No Holder and this creates a problem, because this character also becomes a head of a new offmap power that i'm trying to implement. Have you ever dealt with this problem? If yes, then please tell me what to do to make it disappear.

I dont understand, character ids are explicitly assigned in the history files. Just give them a real Id rather than 0?

But the problem is that I didnt assign 0 to anyone and the game just gives this id to a random person and hence the problem arises
