Problem with the Farm Work Safety Program

Only prisoners with the "Green Thumb" attribute are working on my farms. None of my prisoners are doing the Farm Work Safety program, even though 183 are interested. Any ideas?

All classrooms are idle, and I do not have that problem with other prisoner programs.

I figured it out. Guards won't bring prisoners to the class room, it must be directly accessible or they won't be able to attend the program. Guards however will bring prisoners to their parole, even though it is not accessible directly for them.
