Problem with the More Rules Mod

So it has added the Shattered realms to the rules setup, but when exactly is it supposed to shatter?

I'm using only one other mod, the custom ruler mod.

Conflict or bug?

Nah, doesnt ever shatter. The Ruler Designer event seems to override the Shattering event, so no shatter happens.
