Yes, my sound card is compatible with DirectX 9.0, I think, I ran dxdiag.exe and all tests were successful.
However, I have Win 98 first edition, that's why I can't install WDM drivers...

Since it is a problem with the drivers I would suggest you contact the manufactor of your onboard sound card or motherboard.
I know that is lame to redirect you but honestly I think that is the best plan for now.
