It is not a program you can run.
It has to be extracted to your HOI folder, either using the built in extractor in WInXP or a program like WinZip.

Ahh, part of the problem is always my ability to communicate. I've extracted the patch to my folder, but when I click on my HoI shortcut on my desktop, 1.06 comes up. At least I'm fairly certain it does -- the Techs for Italy come up the same as what I expecteds, and that was one of the listed "fixes" for 1.06b.

Are you sure you extracted it to the correct folder, you only have one install of the game right?

Were you asked if it was okay to overwrite any files when you extracted it?

Unfortunately, with me and computers, I'm not sure of anything. I Installed it into the HoI folder, where I found the 1.06b folder, zipped, along with the rest of my files. I extracted it, and there was the folder, unzipped. So then I clicked on my shortcut on my desktop, and I'm finding no changes to the Italian techs.

I was never prompted to overwrite anything, so since you asked, I assume I should have been.

Glad you got it to work.
It will work even if you save it in that folder it is just a little less obvious that you must enter the correct path, since it looks like the correct path is already there, what you have to do is delete the last part of the path so it is just pointing to the main HOI folder and not HOI/Patch106B or what ever.
