problems with organization

Every time I start a new game, (and all my saved games are like this too) the organization of all my armies start out at their max values, then decrease to half that. I have just installed the 1.06 patch and it still happens.

Let's move you to the bug forum, I cannot see that as being related to to a hardware issue.

if you play a democratic country and you are at peace your org is only half of its max value
