Problems with plazas & promenades, consola game

In my pedestrian zones, some residential buildings do not receive the garbage collection service, I have good traffic and the ability for this service to work perfectly, it only happens in some quadrants of the pedestrian zones, does anyone know how to solve it, since without this I cannot unlock all unique buildings,

I've noticed that on one of my pedestrian zones too. It happens near the edge of the zone and I initially thought it must be a bad road connection. But no amount of fiddling managed to fix it. It was only a couple of buildings but I ended up dezoning them.
