It should be possible to switch production lines from 1 model to the next with a corresponding gearing loss without having to completely close the production line. That way some of your built up gearing would be preserved. A pop up could ask you after the completion of the current item whether to switch or not.

Also I think the maximum gearing bonus should slowly increase the longer a model is in production after the first year. This represents improvements in the production line of that specific model learned through daily experience. For example, your maximum gearing bonus is 41 and you begin a production line of a new model. After 1 year of continuos production the maximum bonus increases to 42 and then 43 after another six months and 44 after another and so on. This would only apply to that specific production line not all production lines or even other lines of the same types.

After all during the war most powers maintained models in production long after their replacements became available because the older models production process had 'matured' and was much more efficient.

As an aside you should also be able to set production lines up for more than 99 units and you should be able to type in the amount in addition to being able to scroll up to it.
