Programs not working

So I removed a mod and now my programs aren't getting any participants and that wouldn't be normally bad but I can't get my prisoners to go to parole hearings and now I have hundreds of prisoners up for parole and my visitation isn't working either. Is it mod issue that screwed with the game, bc I tried adding the mod back and it still won't work? And if my save game is ruined is their a way to "transfer" prisons to another map where the save file is clean?

Ok so somehow I fixed the problem. What I did was I built some new cells to house prisoners and when they came I was messing with the parole and somehow it just activated and worked. Hopefully that helps someone potentially!
