"Programs" Section reads "no Regime Timeslot"

I have time allocated towards Programs but ever since the new update (with no DLC installed) i have been getting this error. Id greatly appreciate it if you could perhaps find the issue :D

Programs don't run during lock-up and because you staggerd work/lockup with work/freetime only prgrams that last one hour can be done.
Do not let the work/programs/lockup fool you when you get criminaly insane, It very much stil is work/lockup for everyone that is not criminaly insane!

I have a block of 4 hours of work time. No programs schedule except Parole hearings.

Okay your right, but i dont think it should work like that. I am fairly certain thats a glitch, Thats the way Ive always done it and had zero problems. Its work or lockup, Not just lockup. The prisoners who dont choose these programs are only affected by freetime and lockup. It still shows up on "edit Schedule" that theres openings for programs to be run within these 3 hour blocks.
 
Yeah, the hours are green for scheduling (on "edit schedule"), but there's no program itself to move into the space.

Well guess im just letting my prisoners run rampant.
I did make a new save after this wondering if it was just a save issue, Nope, its just an issue with the game. Hopefully it gets fixed so i can start locking up those who dont do slave labour. Hehe~
 
I'm just letting them work laundry/cleaning (since there are no programs for those) or otherwise in lockup.
 
To echo others, I've found that "Work/Free Time" will allow programs to be scheduled but not "Work/Lockup." Previous versions allowed "Work/Lockup" to have programs, and since there was no patch notes to denote this change, I'm assuming it's a bug.
 
Yep. Work/Freetime works, Work/Lockup does not.

On another note, is anyone else having prisoners labeled as "Fresh Fish"?

For me it isn't working
I have 2 hours of work/free time in the morning and 3 in the afternoon
I tought it was because it only updates every in-game day but no it still says no regime timeslot
I'm playing the campaign tought maybe that's the problem
