I have a problem with the programs since no prisoner is interested and I have several prisons with the problem

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
If you grab the free dlc Cleared for Transfer you can fix this in your policy tab. Prisoner privileges should default to on but are currently defaulted to off. This will be fixed in the next patch.
