Base decay × infinity from being primary culture
Cores in primary culture provinces expire after 150 years. The only cores which don't expire are cores which the primary tag of a culture has in its primary culture provinces.
Base decay × infinity from being primary culture ÷ infinity due to not being primary cultures anymore = 0 this late into campaign
That's not how it works either. The core stays for 50 years if it is not in the primary culture group. But the 50 years are already over in OPs case.
surprising it didnt get fixed in beta testing
What should beta testing catch here? The mechanic works as it was designed a long time ago. Losing cores if a country changes its primary culture is nothing new. Do you expect a redesign of this system, just for the new promote culture interaction? Forcing culture on junior partners has been in the game for a long time and doing this has also made them lose their core in the same way.

You shouldn't need to dig into province history to check province surrender dates for every core to figure out if they're gonna lose them or not when you click Promote Our Culture.

You can just delay to promote culture until you have recovered all cores

Thats not even the case.
For almost every nation you just need to look at the current date.
Has it been 50 years since they disappeared or not?

And this isnt even something new.
Its common knowledge that many nations for potential reconquests disappear in 1594.
And most of them arent on the map in 1444.

One nation received special-snowflake treatment which made a previously niche mechanic more relevant,
thus bringing it into the spotlight of casual players.
There are still plenty of poorly explained and/or ambigous things in this game.
Core decay is not one of them.
