IN one AAR i read that someone got demoted to ritter and later promoted to councelar i cant remember where this was but has this any efect on what you can do or is it only a sing of how goog you are doing it(the game) in the eys of the monarch

I'm pretty sure it's just there to reward you for your progress.

Yes, and it seems, that there are no other effects whatsoever. It would have been a nice feature, if some options would have been only made available to the player when having achieved certain ranks...

Yesterday i even lost a rank due to a lost war against france, but that didn't change a thing, just as a promotion!

The promotions are linked to the amount of vp's you have got. They are merely a flavour and a fast guide for you in the game. That is the message of being promoted to Baron for example hints you of having acquired a total sum of 200 vps.
