I haven't been able to find any information regarding the promotion system, so I thought I would ask the most simple and basic of questions, how does it work?

for example is it based on experience or your own whim? As a lot of the principal generals of the era (bar the first members of the Marshalate of France, and a few others) are still lowly ranked i.e Wellington, Suchet, Oudinot will we be able to promote them immediately to their future rank? or if we have a General de Brigade that we grow fond of, can we make the mistake of over promoting him?
 
I hope some of the seniority level system is retained - preventing you from promoting a young bright future star into the highest ranks without working him up thru the system (winning battles, managing smaller, then larger forces, etc)

That is one feature of HoI3 that I think was a bit of a step backward - the ability to promote leaders up and down the chain of command from Division to Theatre with no detriment to their skill level or even their moral/loyality. Being demoted 2 ranks of General would be a direct slap in the face - and in HoI3, no consequence.
