What for? The format of the file is propaganda_tag.bmp, so the game can automatically reference them.
no you dnt use a text file, just make sure you are using the right TAG for the country you want to add a proaganda for.
Well, say if I would want different propaganda pics for different campaigns. you know, to add flavour, or perhaps for a mod.|AXiN| said:
For mods just put them in the mod's subdirectory, and afaik you can't use differnt ones for different campaigns. Yes, I find that irritating too.

Yes, it is a little annoying; at least you can have different description texts for each scenario. Though this feature isn't always used, especially in CORE.
