The main premise of this possible game would be centered around House Tollett in the Vale who swear fealty to House Royce of Runestone right after the events of the Red Wedding. Players would play the characters apart of House Tollett in addition to characters who are not directly associated with the house but still play a role in its affairs. Most players will create their own characters with their own back stories but the main members of the House will be at the age I say they're supposed to be at but otherwise players will create their own personalities in addition to names for their characters with the only exception being Uthor Tollett Head of House Tollett with whoever playing him allowed to create his personality due to the lack of information on House Tollett but as with other main members of the House his age will be determined by me (Same goes for his wife which the player playing her would create her name in addition to where shes from but her being from like House Royce or something like a Sisterman would be relatively bad lore wise). Players may also play whomever a player character marries during the course of the game. The way the game itself will operate is that there will be a week in game time turns during which anyone who has business for House Tollett will send in what exactly they plan to accomplish during the week. House Tollett itself however is a relatively minor house in relation to most other Houses within in the vale being not particularly wealthy nor strong militarily.

House Tollett will attempt to navigate the turbulent times in the Vale but their main opposition/detractors in the Vale is House Hersy who are just as strong if not more so than House Tollett who have warred for centuries according to legend due to the heir of Lord Hersy being ambushed by Lord Tollett during the wars between the First Kings and the Bronze Kings of Runestone while traveling to marry a daughter of a King of the True Men from House Shett. House Shett also has a notable animosity towards House Tollett after the incident but in recent years it seems to have been forgotten due to the turmoil within Westeros in the past 20 years while under Lord Damon Shett whose been known to bee a quite calm and collected Knight of Gull tower. However House Tollett is not without allies, House Melcolm of Old Anchor led by Lord Royce Melcolm named after Lord Yohn Royce is an old ally of House Tollett and combined they have been able to oppose any possible aggression from House Hersy or Shett. (This is where I recommend the wife of Lord Uthor comes from but its still your choice as long as it makes sense) The current state of House Tollett is mainly one of subsistence where they do not make enough money to be particularly wealthy but are not poor enough to have the small folk starving in the lands outside of Grey Glenn. The military strength of House Tollett is about 250 levies able to be raised with 20 Knights and Squires, House Tollett over the centuries has survived mainly on protection from House Royce rather than their own military exploits.

House Hersy is a similar sort of house, they aren't quite wealthy but they have slightly more yearly income than the Tollett's but are thought by secret informants to House Tollett that they are about equal in military strength. Currently they have been thought to be preparing for the winter and appear disinterested in the events happening outside of the Vale. The informant ring the Tollett's have in Newkeep (seat of House Hersy) mainly consists of lower peasants seeking to make a few coppers for some information acquired such as troop movements or the state of their lands, their reliability is unknown as any movement into Hersy land may cause increased tensions between House Tollett and House Hersy with any spies being uncovered having severe political ramifications. The current Lord of Newkeep is Mathias Hersy, little is known of him by House Tollett due to their cold relations but he is thought to be a relatively Cold Intimidating man while other informants say he is kind with care for his small folk.

Ideally there would be 12 starting players with Lord Uthor, his wife, 6 children, and assistants/servants to House Tollett.

What level of outside influence would we have? This seems like it would (mostly) be a cooperative style game, with the goal being to have our house rise to power in the Vale and possibly beyond?

In that case I'm also curious as to the individual orders.

My suggestion would be to give each player a set of responsibilities (Lord Uthor for example being responsible for dealing with other lords, a Maester for healing/sending out ravens, the prince in charge of possibly the military or marriage/alliances?)

It would be interesting to see how far the House could grow. Possibly later down the line, new players could become cadet houses, or there could be machinations and betrayals.

And how much freedom will we have in terms of our character's background? Could we live outside of our family's holdings in the Vale? For instance, a in the Night's Watch, or an exile in Essos, or just a wandering adventurer?

Personally, I'd be interested in creating a cousin or uncle that, due to some past crime, live among the Night's Watch, where events could possibly lead him to abandon his post, and seek aid from his family back in the Vale.
 
What I was thinking was that orders would be more or less a general saying of what business you have so for example here's an example of an order from a character:

"Begin preparations for the winter by stockpiling our grain supplies and advising the peasants to do the same." While this is quite a bland example, I'd say anything within possibility could be what you want to do for the upcoming week.

I think also that its the same if the House is at war with someone else it'd work the same, however detail is always appreciated.


On stats though something like this is what I had in mind:

Character Name:
Personal wealth (what I was thinking of for this was that it'd basically be the House's money for Uthor and for other character their own money with which to perform actions with):
Retinue (as for this it'd be like your own troops at your disposal/who are your main bodyguards or forces, Uthor's would be the entire levy and Knights while a lesser character like a son may only command a few squires):

Then you would have the Character themselves who have stats which would be:

Charisma (how likeable you are essentially: (A number would go here out of 10 that would be added onto a roll out of 10 where this is a factor, so like you roll a 6 then 1 would be added onto the roll while a 4 subtracts 1 from that roll to get a 5)
Martial (your ability to command/lead troops/personal fighting prowess, female characters will also get this stat): (Same as above)
Stewardship (how good you are at regarding finances and generating income): (Same as above)
Education (how much you know regarding the world, so for example a maester would have a very high education stat): (same as above except this mainly applies towards healing a character if they somehow injure themselves or things that require knowledge)
Health (how healthy your character is, this is based off 10 as well so for example if you lose a leg and are in dire condition it will be very low and will gradually rise as you heal unless an infection occurs): (Once again Same as above)

What I had in mind after that was a special trait/skill a character would have based on their personality so for example a character who is exceptional at forging things or some form of art will receive some sort of special bonus so for example:

(Character name) is an exceptional blacksmith well renowned throughout Grey Glenn for their excellent craftsmanship attracting customers from throughout the Vale for their steel. (+1 to health permanently, +3 to stewardship)

The stats they receive based on that trait will be rolled on along with their other starting stats that will also be collected from their characters personality.

Also on the starting children of the Tollett family will be about these ages (more or less but if you have any feedback please share it):

Firstborn daughter: ~23
Firstborn son: ~22
Secondborn son: ~19
Secondborn daughter: ~17
Thirdborn son: ~13
Thirdborn daughter: ~10

The ~ is an approximation of where their age should be around.

Edit: Characters would have their own responsibilities if Lord Uthor assigns them a job/they can honestly do whatever they want. As for creating a character I'd say I would allow an exiled character as long as whatever they do isn't too insane (traveling to slavers bay and attempting to murder Daenerys for example). The whole game though will be fluid so if you want to eventually create cadet houses/murder each other then go for it. As for outside influence I'd say that it'd more or less be a tiered ascension so for example from their current low tier they'd advance up the ranks possibly making friends and enemies till eventually they reach the highest possible point or they get taken down.
