Propose Confederation with Pakistan is always denied if RAJ is a subject. The "Reject the Durand line" events have a contingency event and AI weights for if the RAJ is a subject but "propose confederation" has no such contingency and so is always rejected.

Note: This would also apply if RAJ was a subject of Afghanistan
