Perhaps we can alter the original statement too ...

"Because the areas of labrador and Hundson's Bay are STILL not genuinely colonized by Europeans, we need to do everything we can to discourage this from happening. Players will still be able to establish TPs, but, of course, these can be very fragile. Apparently they burn tike tinder ..."

This is also one upshot of limited land exploration... your enemies will find it hard to burn your TPs if they don't even know about them!
 
I actually think TPs are good value, except that Colonies are soooo much better because they are stable, ie they cannot be burnt.

However, if an area is worthles to colonise because the chance is 2%, then establishing a TP is worthwhile. Level one will cost you, what, 6-7 ducats. And the place becomes a part of your main CoT. You will make this money back in a few years, as long as you have a few merchants in the CoT. And if it burns to the ground, the cost to rebuild is 6-7 ducats. Pretty sweet.
 
TPs are good value early on, when you are not bound to wage wars against other naval nations. Now if Hudson Bay area would be actually nearly worthless for colonization, with large costs, low percentages and poor tax values, it might be preferable for players to establish TPs instead, in these certain areas.

Trouble is, there's now a 'too many TPs penalty' as there is for colonies. To avoid it, you have to develop your TPs a bit more (to level 3 IIRC). So it might cost around 50d to TP a province. IMO the monetary cost of TPs is very reasonable, but what stops me from building them is that they cost colonists. Unfortunately, that's not something we can change :(
 
Even better. It means that these TPs in far flung and difficult locales won't be established in the 1500s when they were not, but only once you have run out of use for colonists elsewhere. Even more historical.
Of course, once most locations have become colonised, minor ai colonial powers will send TPs to Hunson's Bay, like Hungary.
