Province improvements for capitals only

I don't know if anyone else has noticed this, but it's possible to use capital = yes as a trigger for province improvements. It works much the same way as port = yes, making the improvement unavailable in all provinces except the capital. Should open for some interesting applications.

You might want to check what happens to those improvements when the capital moves around during a civil war

Yes, I might want to check that. Hopefully, the effects are only "switched off" if the province is no longer a capital.
