Province Support Levels?

Does the support level listed for a province account for the combined total for enemy and friendly troops? Or is this number the available support for my troops only, regardless the number of enemy troops in the province? In other words, are both enemy and friendly troops counted as one number against support levels of a province?

Yes, but the available support will be much less for the enemy so he will suffer more =)
