You need to disempower the people who are against the law. It's very complicated, there isn't just a "pass the law" button. I think you need to learn about the politics mechanics, it's too much to get into in a single forum post.
Basically, you can't just do whatever you want, you need to cultivate support.

suppressing the movements against secret police before hand (for a few years at leas) is also critical, but you are correct that passing secret police sets off the movments in a way it didn't use too, it's quite jarring, but once yuo figure it out it's doable
